Then you can prohibit anyone from fishing without getting permission from you.
Then you can expand the racket, stealing fish from more people and buying the loyalty of others.
Then you can get the recipients of the stolen fish to act as your hired thugs.

ANTIFA thugs, wearing their trademark black, attacked a prayer gathering in Portland, OR yesterday, throwing punches, pushing, shoving, kicking, destroying property (also their trademark). Police arrived and made several arrests.
ANTIFA, doing dirty work for the DNC like the “Black Shirts” of the last Century, have become increasingly violent in their effort to intimidate conservatives and conservative activities.
These neo-Bolsheviks have a reputation and tradition of violent revolution, going back to 1917!
We’ll see more of this leftist violence as elections draw near. Liberals will predictably decline to condemn it, and instead make all kinds of excuses for ANTIFA’s misdeeds. ANTIFA is, after all, their violent, provisional wing!
Public political activity, which is supposed to be protected in the nation, has become risky, as we see!
Understand the risks before getting involved. It will get uglier!
